Operating activities

Operating activities are designed to change the electrical state of an electrical installation.

There are two kinds of operating activities:

  1. Operations intended to modify the electrical state of an electrical installation, to use an equipment, connect, disconnect, start or stop equipment designed to be used without risks so far as is reasonably practical.
  2. Disconnecting or reconnecting installations for working.

Operating activities may be carried out locally or by remote control.

Disconnecting before or reconnecting after dead working shall be carried out by skilled persons.

Operating activities under section 1 above, may be carried out under instruction of PCEI.

Operating activities under section 2 above may only be carried out after careful planning as described in the WESR.

In WESR the term switching is used for the operating activity “disconnecting or reconnecting installations for working”.

Switching is an action that result in a change of switching status of an electrical installation, or an attachment or removal of earthing for work.

Switching activities may be carried out locally or by remote control where the system allows

The person who carries out switching or checks switching status of an installation shall:

  • Have knowledge of the installation and equipment necessary to perform the action
  • Have performed risk management
  • Inform concerned individuals that switching is about to take place
  • Carry out actions in sequence stated in the switching schedule
  • Confirm that the installation is in the intended switching status
