A Safety document that clearly defines the limits of work and limits of the work area within which non-electrical work may be carried out and specifies necessary precautions.
Non-electrical work that may involve an electrical risk must always be complemented by an Access Agreement, which is signed by the PCEI or Delegated PCEI after a briefing at the work location with all involved personnel.
The Access Agreement is issued by the PCEI or Delegated PCEI to the Instructed Person in charge of the working party.
An Access Agreement verifies that
- all safety measures have been undertaken
- that all involved personnel have been informed of- and understood:

- local access rules
- installation specific instructions or local instructions
- which electrical hazards are present at the stated electrical installation
