A person’s competence is the aggregate of their education, knowledge, experience, and current ability to apply them to safely perform the task. Their ability to perform may be affected by attitude or physical state.
No person shall undertake any work activity without having the required competence, unless being supervised by a person who can assure the prevention of electrical injury.
A person’s competence only needs to be proportionate to their tasks and place of work. For example, you would not need the same level of competence to work in an office as you would in a wind turbine or supervise persons in such environment.
Competence levels
Two competence levels exist for work involving electrical hazard; Skilled and Instructed.
In addition to these two competence levels, additional competence requirements may be placed on an individual before any work may be performed. The competence levels set the minimum competence requirements which shall always be fulfilled.
