
The Work planner shall for each work activity nominate a Person in Control of a Work Activity (PCWA).
The PCWA is responsible to assure that the workplace is safe, and the work activity can be performed in a safe way.
The PCWA shall ensure that all safety requirements, safety rules and company instructions are complied with.
When the work is completed, the PCWA shall ensure that the electrical installation is safe and that all tools and supplementary safety measures are removed to make it possible to re-energize the electrical installation.
In the event of an interruption in the work, the PCWA shall take action to prevent that unauthorised person come in contact with uninsulated live parts or unauthorised operation is done in the electrical installation.
There shall be arrangements in place such that any worker who objects for reasons of safety to carrying out any instruction or work activity can report those objections immediately to the PCWA. The PCWA shall have the matters investigated, and if necessary, consult a higher authority for a decision.
PCWA’s duties:
- Ensure that the work is planned in a safe way
- Check that workers have the required competence and are fit to perform
- Perform RISK-W
- Instruct workers about hazards and safety requirements
- Plan supplementary safety measures
- Receive a safety document from the PCEI
- Carry out supplementary safety measures
- Give workers permission to start work
- PCWA has the authority to abort the work if it cannot be performed safely
- Restore all supplementary safety measures
- Secure that the electrical installation ready for reconnection
- Inform workers about the reconnection – ensure that no one continues to work
- Clear the safety document
Inability to fulfil PCWA duties
If the PCWA for any reason cannot remain at or close to the workplace or cannot fulfil the assignment shall, after consultation with the Work Planner return the assignment and inform the workers concerned.
If a safety document has been submitted, it shall be returned to the person who has control responsibility (i.e. PCEI or Delegated PCEI). If necessary, the safety document shall be complemented with additional information on changes in the operating setup.
Competence criteria
To be nominated as a PCWA, the person shall be Skilled and fulfil function specific competence requirements.
